Here is a toy that will keep the kids occupied (according to owner's reports) quietly for hours.
Mattel recently introduced the "Harry Potter Broomstick". It's a battery-powered toy that resembles the flying Nimbus 2000 brooms from the Harry Potter movies. For added effect, the broom makes "flying noises" and vibrates.

Are you thinking these could be used to keep kids quiet in meeting? Maybe the flying sounds could be disabled.

As a 2x2 raised kid I was allowed (albeit rather reluctently) to have cap-guns, dart-guns, & water pistols. I was just a normal boy, I suppose. I once went through a brief phase when I wanted a tea-set. Mom & Dad seemed more than happy to get me a nice "rifleman" cap-gun. I was very happy with it.
