If there is a shortage of US workers and a surplus of workers in third world countries, why not bring guys like Duane Hopkins, Don Reynolds, or Bill Houston back home to the old USA? Somehow the work in 3rd world countries must have an English speaking overseer often Caucasion. I don't understand that.

I imagine Workers overseas finds themselves a part of the country. If by choice and I was a worker, I'd live in a 3rd world country. It's not so boring as our western countries.

Yeah, why does the overseer in a country such as Peru have to be a caucasian man. There are plenty of good older native workers that could be the overseer.

Yep. I see what you mean. India has lots of native workers yet the head worker there is not native. Even though there are loads of well educated workers with degrees, there is an ex-doctor, ex-Computer engineer as workers. So, the native workers are more than capable and educated to handle things themselves.
The western workers would be there to maintain the hard core traditions, I think.
Am I right in thinking that it's the hardcore 2x2 workers that are allowed to stay in the 3rd world countries?

Possibly, I have seen caucasian workers impose rules that are not even taken into account in USA or Europe, such as not wearing swiming suits in Mexico.

Or is it racism that mainly caucasian workers are overseers? When one sees this happen and not know the logic behind it, it could easily be interpreted whichever way one perceives it. In your case, you perceive it as racism which is possible since we don't know the reason behind it.
