Here is what I found. It looks like the president has full authority. Trmp said a few times in his campaign that he would use nuclear weapons. He has said as a last resort but he also made it known there was no point having them if he couldn't use them. Hopefully you're right and he won't feel it's necessary. I agree there are many different ways this could be handled better than nuclear weapons. The big question is, is Trump smart enough to not use them? I just don't know. Probably no one knows. Trump can legally fire the only person who can legally advise him not to do it. The only one left would be the peon who has to press the button. If he's a Trumpist, he won't know any better.

If Kim fires first we are all in trouble, not just the states. Collateral damage, we'll call it. During the cold war I grew up knowing Canada was 'collateral damage'. I was always told that the states would shoot the nuke in the air over Canada so we would get the worst of it's effects. I remember the bomb shelters and the air raid sirens while we all trudged down the stairs to the school's bomb shelter. It wouldn't have done much. Just a concrete room in the basement without windows. Didn't even have a bathroom, we would have had to trudge back upstairs to use one after the bombs hit ...
